EU PACKAGING REGULATION

PPWR Timeline: Key Dates and Requirements

The EU Packaging and Packaging Waste Regulation (PPWR) introduces new requirements over several years. Here are the main dates businesses should be aware of.

  1. Regulation enters into force

11 February - Regulation (EU) 2025/40 enters into force, establishing the new EU framework for packaging and packaging waste.

  2. PPWR starts to apply

12 August - The Regulation becomes generally applicable, including new restrictions on PFAS in food-contact packaging. Other requirements have later deadlines.

  3. Packaging labels and empty-space requirements

12 February - New requirements to minimise empty space in sales packaging apply. Harmonised EU material-sorting labels are scheduled from 12 August or later, depending on the implementing acts.

  4. Recyclability, recycled content and packaging reduction

New packaging minimisation rules and restrictions on certain packaging formats apply. Recyclability grades and minimum recycled content requirements for plastic packaging are also scheduled, subject to the applicable EU acts and deadlines.

  5. Recycling at scale

Recyclability assessments will also consider whether packaging is collected, sorted and recycled at scale. This requirement may apply later, depending on the implementing acts.

  6. Stricter recyclability grades

From 1 January, packaging generally needs to achieve recyclability grade A or B to be placed on the EU market. Grade C will no longer be sufficient, subject to applicable exceptions.

  7. Higher recycled-content and waste-reduction targets

Higher minimum recycled-content requirements apply to specified plastic packaging. Member States must also reduce packaging waste per capita by at least 15% compared with 2018, while certain packaging uses have longer-term reuse targets.

This timeline summarises selected PPWR milestones. Some dates depend on additional EU legislation, and exemptions or transitional measures may apply. EPR registration and reporting obligations also vary by country.

UNDERSTANDING YOUR OBLIGATIONS

EU packaging requirements and supporting documentation

Regulation (EU) 2025/40 on packaging and packaging waste (PPWR) has applied since 12 August 2026. It establishes EU-wide rules for packaging placed on the market, including requirements concerning substances, packaging design, waste prevention, recyclability, labelling and reuse. Different requirements will become mandatory in the coming years.

Demonstrating compliance involves more than selecting suitable packaging materials. Depending on the obligation and the company’s role, technical specifications, supplier declarations, test results and other supporting records may be needed for conformity assessment, technical documentation and an EU declaration of conformity.

You do not need to know which regulations, documents or assessments you require before contacting us. We offer paid regulatory consultations to examine your situation, clarify the relevant requirements and identify the information or further work needed.
